FAIRFAX COUNTY, Va. (7News) — Police departments in Virginia and Maryland arrested two adults and a teenager after they allegedly stole over $190,000 in a string of organized retail robberies.

Damari Cousar, 21, and Rasaan Washington, 28, both of Washington D.C., and a 17-year-old juvenile male were charged with various crimes across the City of Fairfax, Prince William County, Montgomery County, and Anne Arundel County.

The suspects would rob Ulta Beauty stores with a plan to steal expensive perfume, mapping out the locations they would hit and planning to get away across jurisdictions. The suspects were armed with heavy-duty hammers while wearing masks and gloves, officials said.

The suspects allegedly stole over $190,000, $50,000 of which was from Fairfax County, said Deputy Chief at Fairfax County Police Department (FCPD) Gregory Fried. Police said the thieves initially took the perfume, but after Ulta began locking it behind glass cases, the suspects began using a hammer to smash the protective glass and grab it.

“In broad daylight, while people were in there shopping with their families, they would go in with tools like this [a hammer], startling everyone in the store and grab as much as they could and take away,” said Fried.

In one incident, a suspect lifted his waistband and showed he had a gun, said Fried.

“Every person who was in that store when this crime occurred is also a victim, whether they suffer a loss or not, because those folks are probably not returning to any store anytime soon, because they were in harm's way because of these violent criminals”, said FCPD Chief Kevin Davis.

Officers used license plate readers to track the suspects’ cars, which included AI that tracked the make, model, and color of the cars. The suspects used multiple stolen vehicles and swapped out multiple tags.

“Regional crime crews used to enjoy the ability to cross state lines, county borders, and municipal jurisdictions to commit their crimes. As today highlights, with technology and our regional network, we're able to stop that, and that ends now,” said Anne Arundel County Police Department Captain Scott Macallair.

Both Cousar and Rasaan were charged with grand larceny. Cousar was also charged with armed robbery, grand larceny with intent to sell, and conspiracy to commit larceny.

Washington was charged with felony destruction and conspiracy to commit larceny and served several outstanding failure-to-appear warrants.

The teenager was charged with rogue and vagabond, unlawful taking of a motor vehicle and unlawful removal of a motor vehicle.

Fairfax County, City of Fairfax Police Department, Prince William County Police Department, Montgomery County Police Department and Anne Arundel County Police Department all worked together to track down the criminals responsible.

The suspects may be involved in additional cases and more charges are pending, officials said.

We will continue to work closely with law enforcement to build strong cases and bring perpetrators to justice."

Detectives are asking anyone with information regarding these crimes or others to call detectives in McLean at 703-556-7750, option 2. The Fairfax County Police Department said a reward of up to $5,000 may be offered.
