A 7-month “theft ring” targeting Ulta Beauty stores in two states came to an end Monday with three arrests at the Annapolis Mall, according to the Anne Arundel County Police Department.

The interstate operation caused an estimated $190,000 in losses, police said, more than $100,000 of which came from incidents in Anne Arundel County. In addition to a car theft Monday, police said products were stolen at three Ulta Beauty locations across the county, as well as a Dick’s Sporting Goods store in Annapolis.

Police said all three face charges related to motor vehicle theft, and Cousar and Washington were both charged with grand larceny. Cousar is the only suspect charged with armed robbery, a felony, and he will face that charge in Montgomery County, according to the release.

As of Friday afternoon, Cousar and Washington are being held without bail at the Jennifer Road Detention Center in Parole, though police said Cousar will be extradited to Fairfax County, Virginia.

According to the release, the two older men face charges in Anne Arundel and Montgomery counties, as well as Fairfax and Prince William counties in Virginia.

Information on the teenager’s jail status was not made available by police, though his arrest was announced Friday in Fairfax County alongside Cousar’s and Washington’s.

“As shoppers, we all go into stores that we’ve grown up going into, and we’re not used to having to summon someone to unlock the deodorant,” said Fairfax County Police Chief Kevin Davis, who previously led the Baltimore Police Department. “But it’s kind of gotten there, in many regards, across the area.”

Throughout their investigation, detectives were able to identify multiple vehicles used in the thefts, which police said started Aug. 8 in Annapolis.

Around 5 p.m. Monday, the Fairfax County Police Department notified Anne Arundel officials of a possible suspect vehicle at a parking garage in the Annapolis Mall. County officers responded and took the men into custody, police said.
