Snow
is falling across Hampton Roads, prompting closures throughout the region. A winter storm warning is in effect for the Tidewater area, northeastern North Carolina and parts of the Eastern Shore until 6 p.m. Thursday, according to the National Weather Service. Estimates call for

Chesapeake
Public schools are closed Thursday and it will be a remote learning day.
City offices and facilities will be closed Thursday.
Courts are closed Thursday.
Trash collection is delayed until further notice.
Christopher Newport University
In-person classes will not be held Thursday. As is appropriate, faculty will provide alternative forms of instruction. Designated/Essential employees should report to work as directed by their supervisors. Employees eligible for telework should work from home. Employees may use personal leave if approved by their supervisor. All campus events Thursday are canceled. The Torggler and Ferguson centers are closed.
Franklin City
Public schools are closed Thursday. Students will observe virtual learning days and complete assignments provided by their teachers.
Gloucester
Gloucester County Public Schools will have remote learning days Thursday and Friday. All after-school activities are canceled or will be rescheduled. The School Board Budget Work Session is rescheduled to 6 p.m. Feb. 26.
Hampton
Hampton Public Schools have virtual synchronous learning Thursday. All evening activities, including sports events, are canceled.
City offices , including all libraries, community centers, museums and city courthouses are closed Thursday. City meetings scheduled for Thursday are canceled. The
Fort Monroe Authority Main Office, Leasing Office, Visitor & Education Center and the Casemate Museum will be closed on Thursday.
Trash will be picked up Thursday and Friday “as weather conditions permit.”
Hampton Roads Transit
HRT will not operate on Thursday. Suspended service affects all systemwide bus routes, paratransit service, the Tide Light Rail, Elizabeth River Ferry, OnDemand ridesharing and the Base Express at Naval Station Norfolk. Friday will be evaluated.
Hampton University
The university is closed Thursday. Classes and activities are canceled. Essential personnel only report to campus.
Isle of Wight County
Schools and offices are closed Thursday. Friday is an asynchronous day for students and a virtual work day for employees. All school activities and events are canceled. The
Board of Supervisors meeting scheduled for Thursday has been canceled. An emergency board meeting will be held Feb. 25.
James City County
Historic Jamestowne is closed Thursday.
King and Queen County
Public schools are closed Thursday and are operating as remote learning days.
Mathews County
Public schools are closed Thursday.
County offices are closed Thursday and Friday.
Military installations
Mission Essential Personnel (MEP) only has been authorized for Naval Air Station Oceana (including Dam Neck Annex), Joint Base Langley-Eustis, Joint Base Little Creek-Fort Story, Naval Station Norfolk, Naval Support Activity Hampton Roads (including headquarters, Portsmouth Annex, and Lafayette River Annex) and Naval Weapons Station Yorktown (including headquarters and Cheatham Annex). Personnel at Norfolk Naval Shipyard and Naval Support Activity Hampton Roads-Northwest Annex should refer to their chain of command for reporting requirements.
New Kent County
Public schools are closed Thursday. Students should complete assignments at home as part of asynchronous remote learning plan.
Newport News
All city offices, libraries, and Parks and Recreation facilities are closed on Thursday. Essential city employees and employees deemed mission critical for this event are to report as scheduled.
The Mariners’ Museum and Park is closed Thursday.
Peninsula Regional Animal Shelter will be closed Thursday. Area
shelters will remain open, including the Four Oaks Day Service Center at 7401 Warwick Blvd., which is open daily from 5:30 a.m. to 5 p.m. to provide a warming shelter and support services for individuals experiencing homelessness. The current PORT site is Chestnut Memorial United Methodist Church at 1024 Harpersville Road. The PORT location will resume normal hours and move to Denbigh United Presbyterian Church at 302 Denbigh Blvd. on Saturday. PORT sites operate from 5:30 p.m. to 5 a.m.
Norfolk
City government offices, recreation centers and libraries , including The Slover, will remain closed Thursday. This includes the Norfolk Animal Care Center, MacArthur Memorial, Nauticus, Offices of the Treasurer and Commissioner of the Revenue and the Norfolk Courthouse as well as the Virginia Zoo, Norfolk Botanical Garden and Chrysler Museum.
Hampton Roads Workforce Council will be closed Thursday.
Norfolk Public Schools are closed Thursday and Friday. Students will have remote learning both days. Staff are expected to work remotely. Families are asked to review materials sent home by teachers to prepare for remote learning (live, online synchronous instruction).
Street parking downtown along Boush St., Granby St., Main St. and Waterside Dr. has been removed until Saturday at 1 p.m. to allow for plowing operations. The York Street Garage and Brambleton Lot will be open until 9 a.m. on Saturday for residents who need parking downtown.
Waste management routes for Thursday will be collected Saturday and routes for Friday will be collected Monday. All bulk and yard waste collections for the remainder of this week have been canceled as well as street sweeping.
Old Dominion University
All university locations are closed Thursday. Classes are canceled. The Children’s Learning & Research Center will also be closed.
The Macon & Joan Brock Virginia Health Sciences EVMS is closed Thursday. No patient appointments.
Outer Banks
Currituck County administrative offices and facilities are closed Thursday. This includes all trash and recycling convenience centers, transfer station, animal shelter, Moyock Visitor Center, Historic Corolla Park museums, Historic Jarvisburg Colored School and library branches. Currituck County Parks & Recreation Department has canceled all games and practices for Thursday.
Portsmouth
City offices are closed Thursday.
Public schools are closed Thursday. Students and teachers will have a Remote Learning Day.
Rivers Casino Portsmouth plans to open at noon Thursday.
Trash collection in the city will resume on Saturday. Trash collection for Thursday will happen Saturday. Trash collection Friday will happen on Monday.
Suffolk
City offices are closed Thursday. Alpha Personnel, unless otherwise directed by their supervisor, shall report for duty as usual.

Virginia Beach offices and facilities are closed Thursday. Waste collection services for Wednesday and Thursday will be completed Saturday; waste and recycling services for Friday will take place on Monday. Residents are advised to place their carts at the curb and keep them there until they are serviced.
VFW Post 392 is closed Thursday.
Urology of Virginia is closed Thursday and Friday.
Virginia Wesleyan University
The university will be closed on Thursday. All nonessential employees should work remotely from home. Students should monitor their university email and check Blackboard for faculty instructions, as some classes will be conducted remotely. Essential personnel should report to campus as scheduled.
Williamsburg
Colonial Williamsburg will open at 12 p.m. Thursday.
Williamsburg Area Transit Authority’s service will end at 4 p.m. Routes 1 and 2 will not run their 30-minute frequency starting at 3:30 p.m. WATA will delay service Thursday until 8 a.m., except for Route 8 (William & Mary), which will run no service.
Williamsburg-James City County
Williamsburg-James City County Schools are closed Thursday. All school and community events and activities are canceled.
York County
Public schools will be an asynchronous learning day Thursday. Essential personnel should report as directed by their supervisors.
Other
The
Hampton Roads Planning District Commission meeting scheduled for Thursday has been postponed. A new date has not yet been announced.
Hampton Roads Sanitation District offices are closed Thursday. Essential personal report to work. Online payment services remain available.
