FESTUS — Festus Manor Care Center is set to close in December after the nursing home failed several health inspections and lost government funding.

Staff members violated residents’ rights by exposing them through windows while naked, failing to report abuse by one resident against another and not securing personal funds, among other problems found in a May inspection overseen by the U.S. Centers for Medicaid and Medicare Services.

A follow-up state inspection in August found the facility, at 627 Westwood Drive, remained out of compliance for failing to maintain the sprinkler system, not accounting for narcotics on medication carts and improper infection control practices. Festus Manor was hit by a COVID-19 outbreak early in the pandemic, with at least 64 confirmed cases reported in April 2020.

The U.S. Centers for Medicaid and Medicare Services, which funds and regulates nursing homes, terminated its agreement with Festus Manor on Nov. 23 and will stop all payments within 30 days.

There are 150 residents at the facility who have to be relocated, according to a social media post Wednesday from local advocacy group Voyce.

A woman who answered the phone Friday at Festus Manor said she had no comment and that the status of the facility is a public record. The nursing home is owned by the Festus MO Opco limited liability company, which is registered to a coworking office building in Creve Coeur.

The termination of Medicare funding is a rare action that has been deployed just a handful of times in Missouri over the last decade.

There are 161 nursing homes across the state that have a one-star rating, the lowest from the agency, including Festus Manor, records show.

Northview Village Nursing Home in north St. Louis had a one-star rating before it abruptly shut down a year ago, forcing the relocation of about 170 residents.

Christian Care Home in Ferguson shuttered in 2019.

Another facility in Festus, Benchmark Healthcare, closed in 2016 after failing to provide enough food for residents.
