Four Springfield Police supervisors and officers have been disciplined after an internal investigation into a Sept. 5 crash scene involving a former SPD sergeant, which included the release of body-worn camera footage on Wednesday.

Michael Egan, 50, had just retired from the SPD when he was charged with aggravated DUI causing great bodily harm, a Class 4 felony.

Authorities said Egan's vehicle was traveling northbound on East Lake Shore Drive and made a left turn in front of a motorcycle which crashed into Egan's SUV.

Injured in the crash were Trevor Hopkins and Chelsey Farley both from Springfield.

Part of Wednesday's release at the SPD's Transparency page was bodycam footage from Lt. Grant Barksdale, Sgt. Andy Zander and several officers on the scene.

That footage showed that command staff was initially told Hopkins' motorcycle rearended Egan's car.

It was after Officer Edward Gant Wheeler talked to witness Jason Rule, who was trailing Hopkins and Farley on his motorcycle, that the story emerged that Egan had turned in front of the couple into the Anchor Boat Club.

Zander's body cam showed an exchange between Egan and him where Egan admitted the situation "ain't good."

Zander, who was on his second day of being a sergeant, then told Egan that the Illinois State Police had been called in to take over the investigation.

After recounting his version of the story, Egan told Zander he was going into the club.

"No, you gotta hang out here," Zander told him.

"Do I? Can you keep me?" Egan protested.

"Yeah," Zander answered.

Several people on the scene also complained to Zander and Barksdale that Egan was being given water and gum amid allegations that he was drunk.

One witness, whose face was blotted out, said that Egan contested that "my boys (police officers) will take care of me."

Zander explained to another witness why ISP was being called in to handle the situation.

Zander was suspended for six days for scene management issues and adherence to the rules and polices of the SPD. Zander was also ordered to attend and complete retraining.

Officers Adam Yanor, Edward Gant Wheeler and Richard Singletary were issued written reprimands. The officers were also ordered to attend and complete retraining.

Egan spent 23 years with SPD, and also was an officer with the Springfield Park District and also with Leland Grove, Loami and Thayer.

Springfield Police Chief Ken Scarlette said at a Sept. 11 city council meeting that Egan "failed his oath" and "embarrassed the profession of law enforcement."

According to the Sangamon County Circuit Clerk's website, Egan's next court date is April 28.
