Missouri Governor Mike Kehoe will hold a news conference on Tuesday at 10:00 a.m. to announce details regarding a special session. The news conference will be held at the Missouri State Capitol. The legislature is expected to revisit an amendment to Senate Bill 80, which would establish a new tax-credit program for stadium construction similar to STAR Bonds in Kansas, as well as House Bill 19, a $500-million funding package that was scuttled ahead of the constitutionally mandated budget deadline. The House passed the stadium-funding amendment 103-43 on May 13 before the regular session ended, but the Senate did not take up the amendment before adjourning. Some senators expressed frustration over the House killing HB 19 in expressing their frustration for the new Kehoe-backed stadium-funding mechanism, which wasn't introduced until the final week of the session. The Kansas legislature authorized changes to STAR Bonds, allowing redirected tax revenue to pay for up to 70% of a project to lure the Chiefs or Royals across the state line. The changes sunset June 30, but a one-year extension is possible. The news conference will also be livestreamed on Governor Kehoe's Facebook and X pages.
