Baltimore's spending board voted Wednesday morning to approve a more than $700,000 settlement after a Baltimore police vehicle struck someone on a motorcycle in 2023 .

The crash led to the victim's leg being partially amputated.

Stephen Salsbury, the city's deputy solicitor, said on June 17, 2023, the officer was responding to a report of a stolen vehicle and had her vehicle lights on — but no sirens — when she ran a red light at the intersection of Sinclair Lane and Moravia Road.

Salsbury said the officer was going close to 40 miles per hour and did not slow down, which is against BPD policy.

She hit the victim, who was on a motorcycle, and he was rushed to Shock Trauma, where he had his right leg partially amputated and needed several surgeries on his left leg.

"This case was investigated by the Administrative Charging Committee. The ACC ultimately recommended a five-day suspension and a letter of reprimand. During the pendency of that investigation, the officer's driving privileges were revoked but were reinstated at the conclusion of the investigation. And she has been referred to an enhanced driver school," Salsbury said.

Salsbury said the victim also had to miss a significant amount of time at work. The officer spent about a year assigned to desk duty and is still with the BPD.

The settlement is so large because of the life-changing effects the crash had.

"It was so large because the gentleman who was injured, I believe the term they used was 'catastrophic.' He lost one leg, he was in the hospital for a lengthy period of time, the rest of his life is irrevocably altered, so that's going to be a large settlement," said Baltimore City Comptroller Bill Henry.
