The inmate who fled from custody at the Bon Secours St. Mary’s Hospital in Henrico County has been sentenced to three more years in prison.

Naseem Roulack, 22, was serving a 13-year term at Greensville Correctional Center for a string of crimes before he escaped from custody at St. Mary’s in August 2023. Authorities reported that he had been captured by the U.S. Marshals Service and Fairfax County Police that October.

Roulack pleaded guilty to one charge of escaping from a correctional facility while being a felon. The plea agreement levied three additional years to his sentence and waived his right to later reduce jail time for the charge.

Two corrections officers admitted to being asleep when Roulack escaped from his hospital room in August. Both resigned on Aug. 23, the Department of Corrections said in a statement.

The department’s investigation found that Roulack’s metal leg cuffs had been removed for an MRI and had not been reapplied after the procedure. He was instead wearing “flex cuffs” made of nylon.

Sources close to the investigation said that Roulack may have faked a drug overdose in order to be taken to the hospital, where escaping would be easier. They also said that the Department of Corrections security officers had dozed off after working for more than 24 hours.

The department never confirmed whether Roulack had faked a drug overdose but denied claims that the officers had been overworked when he escaped.

A reward for information leading to his capture rose to $20,000 while he was on the run.

According to court documents, Roulack has a history with fleeing from custody. The documents say that Roulack attempted to escape from a juvenile correctional facility in Prince William and was convicted of an escape charge in 2014.

A Henrico resident who lives near St. Mary’s Hospital told The Times-Dispatch that August that the escaped inmate had been to their homes after fleeing. One man said he saw Roulack outside of his window and heard him try to open his storm door into his kitchen.

Then in a 911 call obtained by the Times-Dispatch, another person told Henrico emergency dispatchers that they thought Roulack had gone across her front yard, adding that they had found plastic zip tie handcuffs on their lawn in the morning.

Roulack is also facing charges in other jurisdictions.

In Richmond, he has charges for burglary and larceny for offenses committed while on the run. He is also being held on a detainer in Montgomery County, Maryland, for kidnapping, armed carjacking, first-degree assault and firearm use while a fugitive.

The plea agreement also included two additional years of suspended jail time on the condition that Roulack maintains good behavior.

He had been incarcerated at Red Onion Maximum Security Prison having been labeled a flight risk due to his previous escape as a juvenile, according to court documents.

While at Red Onion, he was disciplined 48 times between November 2023 and July 2024. Documents say he was disciplined for acts such as flooding his cell, attempted self-harm and attempted assault.
