Douglas County was the first to receive clearance from the state to allow businesses to reopen under heightened COVID-19 safety guidelines.
Restaurants that had to discontinue indoor dining or had reduced capacity may now be able to open to limited indoor service or increase capacity. Establishments that meet the requirements of Colorado's 5-Star Certification Program, which outlines safety guidelines required by public health orders, will be allowed to accelerate their re-opening plans.
Dozens of businesses in Douglas County have begun reopening after the county's application for the program was approved on December 23. The approval came after Douglas County demonstrated 10 days of stable and declining COVID-19 hospitalizations. Initially, the county certified 33 businesses to reopen under the Douglas County COVID Best Practices Business Certification Program, including 18 restaurants, 14 gyms and fitness centers, and one indoor event venue. The businesses were able to resume indoor operation at 25 percent capacity immediately.
By December 27, that number had increased to 90 businesses that are certified to re-open with limited capacity.
The 5-Star rules allow businesses to operate at occupancy restrictions one level below their county's current level on the COVID-19 dial if they meet certain requirements. For restaurants, the state's requirements include mandatory mask enforcement, increased spacing between parties, regular cleaning of high-touch surfaces, employee and customer symptom screening, collection of customer data for contact tracing purposes, improved ventilation, and business-specific plans for implementation, compliance, outbreak detection and reporting. The rules also require extra effort to create special hours and accommodations for at-risk populations and zero prior citations for noncompliance with public health orders. The requirements are similar to other businesses and venues.
“We’re pleased the state listened to us, honored our request, and worked with Douglas County to implement our local program, protecting both lives and livelihoods,” said County Commissioner Abe Laydon. “We are grateful for the partnership among community leaders which accelerated the creation of this progress for our business community.”
Larimer County also received a variance from the state before Christmas; Arapahoe County has also been approved; Jefferson County has applied.
