ALEXANDRIA — An Alexandria man faces a felony charge for an alleged incident similar to one for which he has been charged in Douglas County. Parker William Johnson, 27, has been charged with being a fugitive from justice from another state in Douglas County District Court. According to the statement of probable cause in the case, a warrant of arrest for Johnson was issued on Feb. 13 by Burleigh County District Court of North Dakota, charging him with child abuse, a Class B felony under North Dakota law. On Feb. 19, Douglas County authorities were alerted to the fact that Johnson is wanted in North Dakota for child abuse arising from a separate incident involving another child who was approximately 1 year old at the time of the alleged abuse, the statement read. The incident was reported on Aug. 1, 2023, when the child was brought to the emergency room by the child's mother, the statement read. Medical evaluation revealed a spiral fracture to the child's right femur and healing fractures to both clavicles and the left scapula, all deemed highly concerning for nonaccidental trauma, the statement read. The child's mother reported that most of the injuries occurred when Johnson was acting as the sole caregiver, the statement read. North Dakota authorities have confirmed that the warrant remains active, provides for extradition from Minnesota, and that they intend to pursue extradition so Johnson may face prosecution on the child abuse charge, the statement read. In Douglas County, Johnson has been charged with felony child torture, felony malicious punishment of a child under the age of 4 and two other assault charges. The charges were filed in Douglas County District Court on Jan. 27. According to the statement of probable cause in the case, Johnson was allegedly shown abusing the child on multiple videos. Additionally, an officer allegedly observed bruising on all areas of the child's body, most significantly around the forehead, left arm and both bottom sides of the jawbone, the statement read. The officer also observed petechia in both of the child's eyes, consistent with strangulation, the statement read. In a Mirandized statement, Johnson allegedly admitted to putting his hands on the child and pushing down on the child's chest, the statement read. Johnson allegedly stated that a "switch" flipped, and he pushed down on the boy's chest, the document read. Johnson also allegedly stated that he was upset with the outcome of a video game he was playing, the statement read.
