A new retail project by Regency Centers and Sawmill Timber should be finalized by the end of 2025 and begin construction in early 2026.
Regency announced plans to develop the Village at Seven Pines, the primary retail component of the Seven Pines master plan community located between the beaches and downtown.
Just south of J. Turner Butler Boulevard and the University of North Florida and spanning approximately 1,000 acres, Seven Pines, which has been growing for several years already, includes approximately 1,600 single-family homes for sale, luxury apartments and more than one million square feet of commercial and retail space.
The development's name pays tribute to the seven Skinner brothers , who have a long family history with the property and the city of Jacksonville.
“Seven Pines represents a long-standing vision to deliver a unique experience to a thriving area of Jacksonville poised for continued growth,” said A. Chester “Chip” Skinner, III, president of Sawmill Timber and owner of Seven Pines. “Regency Centers has a long and successful development track record and an outstanding reputation both nationally and here in Jacksonville.”

Sawmill Timber, a Skinner family holding company, is the seller of the land while Regency will develop, own and operate the shopping center.
Plans for the latest addition to the community include a 175,000-square-foot shopping center featuring a mix of "retailers, personal services and dining options alongside a leading grocery anchor.
Strategically positioned at the entrance to the Seven Pines master-planned community, The Village will incorporate walkability and outdoor living spaces and serve as a regional destination, according to a news release.
“This development underscores Regency’s commitment to creating well-merchandised, community-centric hubs to satisfy daily needs,” said Patrick McKinley, senior vice president and senior market officer of Regency, in the release. “The Village will combine high-quality retail tenants with vibrant outdoor public spaces and an inviting design, enhancing the shopping experience and the quality of life in the surrounding neighborhoods.”
