RICHMOND HEIGHTS, Ohio -- The lawyer representing the management company of the 444 Park Apartments told the city’s Zoning Board of Appeals (ZBA) during its meeting Feb. 5 that there would be one working elevator in each of the complex’s four buildings by Feb. 14. That date came and went, however, and none of the three elevators in Building D were in working order at the 738-unit complex at 444 Richmond Park East.
