The state of Maryland, Anne Arundel County and the City of Annapolis will invest nearly $1.3 million in the Housing Authority of the City of Annapolis, an independent agency that provides affordable housing opportunities for low-income residents. In addition to these allocations, both the city and the state have committed $2 million ($1 million each) to predevelopment costs for Choice Neighborhood Initiative, a redevelopment plan to rebuild Eastport Terrace and the Harbour House. These investments address an urgent and ongoing need for safe and affordable housing for individuals and families with limited financial resources. The funds will help address a maintenance backlog, enhance existing public housing properties, improve housing conditions and provide much-needed support for residents who rely on affordable housing options. “The Housing Authority has historically not received adequate funding to maintain and improve our properties,” said Melissa Maddox Evans, executive director of HACA. “These funds will allow us to make critical investments in our housing developments while continuing our mission of providing safe and quality homes for those who need it most.” A recent assessment conducted by Clifton Martin, a former CEO of HACA, outlined a comprehensive roadmap to the organization’s recovery that detailed the need for short-term investment to stabilize the housing authority. It also includes recommendations for long-term financial restructuring, operational oversight, and an accelerated plan to repair and improve existing units.
