Dial 3.0 will make it easier for counties to move into Level Green. They go into effect on March 25. 

The Colorado Department of Public Health and Environment (CDPHE) announced changes to the COVID-19 dial that will ease and eliminate most restrictions for several counties. On March 24, officials announced the official publication of "Dial 3.0," which will go into effect on March 25.

The CDPHE proposed the new changes for Dial 3.0 following progress in vaccinations. So far, more than 1.9 million doses have been administered, and over 800,000 Coloradans are fully vaccinated against COVID-19. 

The new Level Blue guidelines allow counties to loosen capacity limits a bit more. With the revised dial, many counties will be able to remove some of their restrictions, including relaxing regulations for bars, restaurants, offices, and other establishments. With Level Blue, bars can reopen at 25% capacity. Gyms can allow 50% capacity; retail establishments can open up 75%.

Additional changes include: 

  • Elimination of state limits on personal gathering sizes.
  • Counties can apply for Level Green if they have fewer than 35 cases.
  • Level Green establishments can operate at 50% capacity or up to 500 people.

If a Level Yellow county's hospitalizations continue to decline and the positivity rate is less than 5%, it can move to Level Blue. In the previous dial, the seven-day incidence rate was between 15 and 100 per 100,000 residents; in the updated dial, it's between 36 and 100.
