Three Anne Arundel County police corporals were the highest-paid county employees in calendar year 2024, according to data from the county Office of Personnel obtained through a Public Information Act request. Police Cpl. Thomas Middleton was the highest earner, making $329,835 in gross pay. Middleton’s overtime pay, along with three others earning in the top 10, reached six figures. The 10 highest-paid employees by gross pay were all members of the Anne Arundel County Police or Fire departments. Each outearned their base salary by tens of thousands of dollars. Police Cpl. John Hall is second at $316,818 and Police Cpl. Kurt Listman is third at $299,122. In recent months, the Fraternal Order of Police Lodge 70 of Anne Arundel County has been pleading for increased incentives to address the county’s problem with attracting and retaining officers . The county has about 760 officers, more than 400 short of the 1,200-person staff the Fraternal Order of Police says is needed. The Anne Arundel County Police Department declined a request for comment. Each of the top three earners makes a base salary of $133,935. Across all of county government, excluding more than 2,500 temporary Board of Elections workers, Anne Arundel paid 7,913 workers a combined $479.7 million last calendar year. That’s up 6.4% from 2023, when the county paid 7,200 workers. The county paid its workers $35.2 million in overtime last year, up 3.9% from 2023. County Executive Steuart Pittman’s gross pay matched his $141,999 salary, making the county’s leader the 595th highest paid employee, though he was paid at the 369th highest rate. County Council Chair Julie Hummer, a Laurel Democrat, earned $49,539. Vice Chair Lisa Rodvien, an Annapolis Democrat, earned $45,460. The other five council members earn $44,295. Council members’ pay will increase by about $1,000 in December, the last of four annual raises members approved for themselves in 2022 .
