A Virginia mall was placed on lockdown after a 32-year-old man indicated his intent to harm himself or others there. River Ridge Mall management and the Lynchburg Police Department made the joint decision in an effort to ensure public safety at 11:38 a.m. The lockdown was lifted at 12:10 p.m. after the suspect was located. Xavier Garland was allegedly involved in a domestic violence situation in the 1400 block of 11th Street just after 10 a.m. this morning. During the preliminary investigation, officers were made aware that Garland had made threats and intended to go to River Ridge Mall in Lynchburg . Garland was located in the 1600 block of Shaffer Street and taken into custody without incident.
