Scottsdale City Manager Greg Caton has announced the permanent appointments of Jeff Walther as assistant city manager and Joe LeDuc as police chief. The promotions come after a period of interim service and reflect the city's continued investment in long-serving public officials. Walther and LeDuc bring a combined six decades of public service experience to their new roles. Their long-standing careers within Scottsdale city government and law enforcement were key factors in Caton's decision. “These decisions reflect not only our trust in Jeff and Joe, but also the incredible bench strength we have across this organization,” Caton stated in an official announcement . Joe LeDuc, who joined the Scottsdale Police Department in 1991, has held a range of leadership roles. His background includes service as a patrol officer, DEA Task Force member, and commander of the Special Victims Unit and Internal Affairs. Most recently, he served as Assistant Chief of Police, overseeing police districts and the city’s municipal jail. Jeff Walther’s tenure with the city spans more than 30 years, including his service as police chief since 2020. He was named Arizona’s Chief of the Year in 2022 and received the City of Scottsdale’s Bill Donaldson Award in 2024. In his new role as assistant city manager, Walther is expected to apply his leadership experience and focus on community engagement to broader city operations. City officials said the appointments signal a stable and experienced leadership team as Scottsdale continues to address strategic challenges and plan for future growth.
